Talipapa High School was established on July 1979 under the leadership of Dr. Modesta Boquiren, Schools Division Superintendent of Caloocan City; 3rd District Metro Manila. It started with one section of First year and was housed at Talipapa Elementary School. It was then called Talipapa Barangay High School under the supervision of Miss Gonzales, principal of TES with the two pioneer teachers, Mrs. Nimfa U. David and Mr. Eulogio Reyes.

1979-1984- Dr. Joel San Luis

              In 1981 Mr. Joel T. San Luis was the principal of THS which was integrated and part of Baesa High school. Three substandard classrooms were utilized to accommodate the first year to fourth year students. Miss Wilma Mapoy Montemayor was added to the teaching force of the school,  to cover all subject areas of the four year levels. The first graduations was held on March 1983 with 35 students who successfully completed the requirements for secondary education.

1985-1987- Mrs. Dedicacion S. Alarcon

              It was during the time of Mrs. Alarcon when a resolution was signed by numbers of the Sangguniang Panglungsod ng Caloocan in Cooperation with Dr. BienvenidoA. Icasiano, Schools Division Superintendent of Caloocan City. In 1983 THs became independent and it was inaugurated and was added to the list of high school in the Division of Caloocan. The number of students was doubled and there were already 11 teachers. The main problem during that time was the lack of classrooms. Only three substandard classroom were used and the rest of the class were held under the tree.

1987-1996- Ms. Otilia B. Bolima

              In October of 1987, an alumna of  the UP was assigned as school Head of THS in the person of Ms.Otilia B. Bolima, during her term the  number of teachers increased to 14. Due to limited classrooms Ms. Bolima did her best make makeshift rooms to accommodate the increasing numbers of students. In spite of the limited classrooms and resources Ms. Bolima managed to run the school smoothly with her 14 teaching force. There were 87 graduates in 1988 in which 79 successfully passed the NCEE.

              In July 1992, under the scholarship of Ms. Bolima, THS was transferred to its present site in order to cater the growing number of students,. The school is located at Road 8 GSIS Hills, Subd. Talipapa Caloocan City. The school site was donated by GSIS through the memorandum of Agreement (MOA) signed by the City of Caloocan headed by Hon, Mayor Macario BoY Asistio, DECS Caloocan represented by Dr. Norma M. Abracia, School Division Superintendent and a representative from GSIS. Two school building were fully furnished  (ESF-USAID) and ready to be used by the students and teachers. The other two storey buildings was from the DPWH, The land area of 5,047 sq. mt. can accommodate at least 3000-4000 students.

              After the signing of MOA in 1992 inauguration followed with Dr. Santos, Schools Divisions Superintendent as guest of honor. One of the highlights during the blessings and inauguration was the interpretative dance performed by model CAT cadets with their creativity to elucidate the song “PARAISO” popularizes by Smokey Mountain singers. The presence of the city officials, barangay officials teachers, students and parents and other spectators during the event was indeed momentous and remarkable part of THS chronicle.

              Talipapa High School was also recognized in terms of sports competitions. The school was a recipient of numerous awards in athletics, sepaktakraw and softball events, not only in the division level but also in the regional and national level.

It was also during the time of Ms. Bolima when the first school publication. The Horizon, the official school organ of THS was published in 1994 with Mrs. Fredisminda S. Cabalquinto and Mrs. Elizabeth Leaño as its first school paper advisers and Carmela G. Anadon as its first Editor-in Chief.

              Other subject areas also garnered award in the different academic competitions. Before the compulsory retirement of Ms. Bolima in September 1996 another tree storey building with 9 classrooms was constructed and turned over during the time of Hon. Congressman Bobby Guanzon. It was followed by the construction of the school perimeter fence and the makeshift rooms to accommodate the growing number of students from the nearby barangay of Quezon City and Valenzuela City.

1996-1997 Mrs. Melchorita Zuniga

              Ms. Bolima was succeeded by Mrs. Melchorita Zuniga who administered the school for one year. During her term THS hosted the annual Kalookan Public Secondary Schools Inter-Athletic Meet (KPSSIAM). The event was attended by 24 Public Secondary Schools in the Division of Caloocan. Ms. Elma Muros well known member of the National Pool of Athletes led the lighting of the urn during the opening ceremony. Ms. Zuniga was transferred to Baesa High School after a year.

1997-1998 Dr. Nenita E. Meracdo

              Dr. Nenita E. Mercado came in as steward of the school in 1997. The school continued to expand its physical facilities and on this, another two strorey building with 6 classrooms was constructed by the City Government of Caloocan during the term of Hon. Mayor Reynaldo Malonzo and increase in enrollment also in these year. One of the innovations of Mrs.  Mercado was to improve the English Language, while the students were inside the school premises.

              It was also in her term when the Teachers’ Cooperative started, that gave the teachers to exercise their entrepreneurial skills.

 1999-2001 Mr. Estaquio Gagara

In 1999, Mr. Eustaquio G. Gagarra Jr., was promoted as principal was assigned at Talipapa High School as his first station. He Prioritized the promotion of teachers and starts the departmentalization of teachers based on their field of specialization. Three teachers were promoted as Head Teachers specifically English, Araling Panlipunan and Technology and Livelihood Education.

It was also during the term of Mr. Gagarra when the existing mini-covered court near the main entrance of the school was constructed to be used as waiting area assembly area of students, teachers and other visitors before they proceed to their destination.

2001-2003 – Mrs. Leonora Soberano

              Year 2001- 2003 was the period of Mrs. Leonora Soberano, School admininstrator who was considered as transformational leader in terms of school climate and work productivity of teachers. The value of unity in diversity will improve the quality of work in the service. Mrs. Soberano also encouraged teachers to undergo professional development and elevate themselves to be more competent in their respective areas. It was during her term when Mrs. Fredisminda S. Cabalquinto was promoted as Head Teacher III

              This was also  the year when CAT cadets participated in various CAT invitational competitions from both public and private organizations. The moral support extended by the school and parents inspired the model cadets to be trained in different military subject matters such as courtesy and discipline, map reading, AFP history, AFP Customs and Traditions, First AID, M16 Weapons, Comprehensive examinations, Drills and ceremonies and others. Numerous awards such as plague of appreciations and recognitions were received by the members of Model Company and the school. More so when the school won Overall Champion during the CAT Battle of Champions sponsored  by the College of Holy Spirit, held in Malolos, Bulacan.

2003-2005 – Mr. Joel Salvador

              Next in line in the list of administrators was Mr. Joel Salvador. He was one of the most promising stewards of the school when he valued the importance of cooperation and coordination. According to him, sharing of expertise among teachers to work hand in hand provides one direction to reach the common goal. He really prioritized the welfare of the teachers. He was also very concerned about the academic status of the students.

2005-2007 – Mrs. Violeta E. Sioson

              In the year 2004, influx of students took place during the time of Mrs. Violeta Sioson as principal. The sudden increase of enrollment became one of the problem encountered by the school. But in spite of 1:60 teacher students ratio, inadequacy of classrooms and shortage of teachers, Mrs. Sioson did not consider these as problems but a challenges on the proper implementation of the secondary curriculum.

              She also initiated the DepEd Bridge program which aims to provide learning opportunities for the non-formal education equivalency. She was also very concerned on the maintenance  and preservation of existing school physical facilities, supplies, materials to make it more serviceable at all times. The creation of bureau of every department and the Material Recovery facilities were significantly appropriate and suited to the needs of learners.

2007- 2011 – Dr. Milagros L. Austria

              Next to Mrs. Sioson was Dr. Milagros L. Austria. A sports enthusiast who was inclined in various sports minded, Because of her legacy in sports-minded the recognized in terms of gymnastics, dance sports and athletics  won THS in various tournaments in the division and regional level.

2011-2013 – Mr. Alvin  D. Angus

              A disciplinarian principal who strictly implemented the customary use of black and closed shoes among teachers. No wearing of slippers/sandals/ while inside the school premises. He also instructed to elevate the degree of performance of school activities and programs for both teachers and students. The placing of right hand on the chest and bowing of heads as customary form of greetings are signs of courtesy and respect. This was one of the legacies of Mr. Angus.

              Mr. Angus rephrased the mission and vision of Talipapa High school. He redesigned the school emblem by putting the slogan “ Dynamic, Productive and Responsible”. In terms of physical facilities, he managed the major renovation of building 5 to make it more safe, useful and presentable for the students. The 3-storey building (6 classrooms) was constructed to increase the number of learning facilities.

2013-2016 –  Mr. Ferazim  R. Dannug

              He started to introduce his legacy using the slogan “ Angat, Lipad,  Talipapa High school” inspired the rank and file to perform well on their duties and responsibilities. He made it sure that all school facilities were functional, presentable, clean and orderly. It was also during his term when THS hosted the Caloocan Division Press Conference wherein the school won several awards.

              The fabrication of 4-storey building started in 2015 as part of DepEd/DPWH program & condemn all existing one storey building.

2016-2018 – Mrs. Cristina P. Tablanza

              Turn-over and inauguration of 4-storey building took place in October 2015. The rehabilitation of drainage system and various offices such as principal’s office, heads room, teacher’s faculty, library, comfort rooms and other function rooms were initiated by Mrs. Tablanza. This was the first time to received adequate office supplies used by every departments. Her 2 years  term as principal of THS sustained the manifestation of curriculum implementation. The overwhelming success of different program of the school improvement plan, and the awards and recognitions gathered from different contest both academic and non-academic inspired the school leader, department heads and teachers to work harmoniously. She really was a hands on Principal.

2018-2019 – Priscila T. Catanauan

              Mrs. Catanauan served only one year as principal of THS because she was included in the reorganization of roster of principals in the division.

              The first THS Grand Alumni Homecoming held in March 30, 2019. The event was attended by previous principals, faculty and thousands of alumni held at School quadrangle. The installation of 24 white boards in the classroom.

              The start of “Gulayan sa Paaralan” and school beautification projects were initiated by Mrs. Catanauan to train teachers and students in gardening both vertical and horizontal in nature.

2019- Present – Dr. Roselle L. Ventic

              Another 4- storey building ( 12 classrooms) was constructed by DPWHthrough the Department of Education  in 2019 and in January 2020, the structure was turned-over to Dr. Ventic who signed the certificate of acceptance during the inauguration and cutting of ribbon in January 2020.

              In September 2019, Talipapa High School hosted the Caloocan Public Secondary Schools Athletic Meet. The spectacular event was participated in by 12 secondary schools of South Caloocan wherein THS gathered several medals and won 2nd Overall Champion. More awards and recognitions gathered during the annual Festival of Talents (Sining Tanghalan) both district and division level. During her tem, more teachers undergone professional studies for their self-improvement. They were also engaged in various seminars/workshop and other related studies.

              In March 2020, an unwelcome phenomenon struck the whole world. The sudden occurrence of global pandemic due to spread of Covid-19 virus wherein the entire archipelago was strangely pretentious, all learning institutions were provisionally closed for physical operations. However, the Secretary of Education, Leonor Briones, learners will not be deprived of learning that is why education continued even in the midst of pandemic, disasters or in the event of war. The traditional and formal face to face teaching learning system transformed into online distance education using various modalities such as modular, virtual, radio and television and combinations of these. Blended learning was used by Talipapa High School for two consecutive school years. (2020-2022).

              In spite of the health protocol, Dr. Ventic managed to continue the improvement of school physical facilities in preparation for the return of normal situation, Some of these were the improvement of conference hall, major repair of stage, science laboratory, electrical wiring of building V, SBM, room, registrar’s office, faculty of every department, comfort rooms, repainting of classroom, and other beautification projects.

              For the second time, the school hosted the district level of Sining Tanghalan (Festival of Talents) in 2021 and won overall champion in various categories under the leadership of MAPEH department. The school also won 3rd Place in Brigada Eskwela best practices of the same year.

              More program under the School Improvement Plan (SIP) were successfully implemented during this school year such as “ THS Kaagapay Chatline of ESP Department”, “Reading Program: Gmeet 2021” of English Department, “Basayanihan” of Filipino Department, “Peer Teaching/Peer Tutorial through Online/FB Messanger” of Araling Panlipunan Department, “Tanong Mo? Sagot Ko! “of Science Department and “Talentado Ako! “of MAPEH Department.

               At present, Talipapa High school is composed of  national teachers with regular/permanent items,  8 Head Teachers and 3 non-teaching personnel under the leadership of Dr. Roselle L. Ventic, Principal II. THS is considered is one of the most prominent secondary schools of SDO Caloocan in terms of learning facilities, organized offices and laboratories, venue for conferences or hosting of events and most of all safe and conducive for learning.
